The ways in which United Way disburses funds: donor choice, community investment funds, contracts, and special grants.

 

The ways in which United Way increases the capacity of people to care for one another: needs assessment, strategic planning, community problem solving, citizen review, evaluation, training, and technical assistance.

 

The goal of United Way fund distribution is to be:

 
‘needs’ sensitive: a rational basis for identifying the community’s human service needs

outcome centered: funding targeted at efficient and effective services that demonstrate positive  outcomes in people’s lives

competitive : limited resources  allocated to those efforts that best demonstrate impact of donated  dollar on people’s lives

flexible: coordinating efforts and proactively responding to rapidly changing  human service environment taking advantage of opportunities to leverage dollars

volunteer driven: citizen reviewed and managed

fair: as perceived by both donors and funding recipients

accountable: fully accountable to the community for expenditures and accomplishments 

donor responsive: donor choices are honored
